Ref email requested that post conduct a post-shipment verification for Aircraft Radio Navigational equipment exported as No License Required by Blue Coat Systems, Fremont, CA. ¶2. On November 30, 2009 Export Control Officer met with a Mr. Tim Martin, Managing Director and Mr. Tabrez Surve, Blue Coat Product Manager, Computerlinks FZC at their Dubai Silicon Oasis Office. Computerlinks specializes in IT systems integration (www.computerlinks.net). Surve advised that Blue Coat only specializes in IT technology and would have nothing to do with Radio navigational equipment relating to aircraft. Regarding this transaction, neither Surve nor Martin was able to locate the shipment based upon the SED alone. Surve suggested that the item was likely misclassified as navigational equipment when exported by Blue Coat Systems. ¶3.
