(U) PolEcon Chief delivered demarche in reftel jointly with Russian Embassy Political Counselor Alexander Kravchenko on April 22 to Konan Kouadio, Cote d'Ivoire's focal point for the Global Initiative to Combat Nuclear Terrorism. The Netherlands does not have a diplomatic mission in Cote d'Ivoire. ¶2. (U) Kouadio told PolEcon Chief and Kravchenko that the Government of Cote d'Ivoire will send a delegation to the Plenary Meeting at The Hague June 16-17. He said the delegation would be composed of one representative of the Ministry of Interior, one representative of the police, and one representative of the gendarmerie. Kouadio said there would also be a representative of the Ministry of Foreign Affairs (MFA) on the delegation, but he did not yet know if it would be someone from capital or a diplomat at Cote d'Ivoire's Embassy to Brussels. Cote d'Ivoire does not have a diplomatic mission in The Netherlands. Kravchenko urged that Ambassador Bi Sei Sia, Director of the MFA's Department of General and Humanitarian Affairs, attend the Plenary Meeting. ¶3. (U) Kouadio was unable to provide any of the other information requested in reftel, but promised to provide a prompt response to the Embassies of the United States and the Russian Federation. NESBITT
