1. (C) On May 9, EconOff delivered reftel demarche to (1)
Alicja Adamczyk, President of the Polish Patent Office (and
one of the candidates for WIPO Director General),(2)
Zbigniew Barszcz, from the Department of Economic Development
at the Economy Ministry, and (3) Karina Kostrzewa, Deputy
Director of the Department of Foreign Economic Policy, and
Grzegorz Kozuba, Attache in the Department of the U.N. System
and Global Affairs at the Foreign Ministry.
2. (C) Adamczyk responded gracefully to the demarche.
Speaking in English, she stated that without U.S. support,
her candidacy has no chance of succeeding, but that the news
would come as a relief to her staff at the Patent Office.
She stated that Pakistan's Amb. Masood Khan must be defeated
for the good of the organization. She acknowledged the
Slovenian candidate, Dr. Bojan Pretnar, has excellent
English, but stated she is much more experienced in IPR
matters, and better qualified as a manager. Of the five
candidates the U.S. may support, she believed the Australian,
Dr. Francis Gurry, is the strongest, but management is not
his forte and he will need a solid deputy. She added that at
least one of his deputies must be an American. The United
States is the largest contributor to WIPO's budget and the
strongest supporter of its work, yet American presence in the
WIPO Secretariat has dwindled. She stated American Cindy
Kennedy's departure had been especially felt. She felt
Africa, the Arab World and France were over-represented on
the staff, and that the recruiting process needs to be
reformed to become less politicized and more meritocratic.
She stated that the budget process also needs reform, as the
financial reports are not detailed enough to allow effective
oversight by member governments.
3. (C) The Economy Ministry and Finance Ministry
appreciated the information regarding the U.S. position.
Kozuba stated that the Polish government hoped Adamczyk would
win, but that the Poles also regarded the five candidates the
United States may support as good choices.
