1. (C) Per Refs B and C, during the week of February 18
Charge demarched MFA U/S Witold Waszczykowski and
Presidential Chief of Staff Anna Fotyga urging prompt Polish
recognition of Kosovo. Following a February 20 meeting with
President Lech Kaczynki, PM Donald Tusk told the media
February 21 that, "If it were not for the President's
requesting that the decision on Kosovo be postponed, it would
have been made at the Cabinet session on Tuesday (February
19)." This amplified similar comments by FM Radek Sikorski
the day before. (N.B. Per reftels, President Lech Kaczynski
harbors concerns that recognizing Kosovo could aggravate the
separatist situations in Georgia and other former Soviet
republics.) In separate comments to Polish Radio Zet, Tusk's
Chef de Cabinet Slawomir Nowak said, "We will accept the
independence of Kosovo. The matter will most likely be
closed next Tuesday (February 26) at the Council of
Ministers." MFA contacts confirm that recognition at the
February 26 Cabinet session is almost a foregone conclusion.
