1. (C) Despite the U.S. request to do so, Poland will not
oppose any of the four resolutions of interest to NATO during
the current session of the UNGA First Committee. Lukasz
Zielinski and Monika Lipert of the Ministry of Foreign
Affairs' Security Policy Department told us October 10 that
joining EU consensus was Warsaw's preferred position on
security-related issues at the UN. In the absence of such
consensus, Warsaw tried to strike a balance between its EU
obligations and its interests and ties to other nations.
They said Poland regretted that it could not support the U.S.
in opposing these resolutions.
2. (C) Zielinksi and Lipert said that if it comes to a vote,
Poland would abstain on the De-Alerting, Depleted Uranium
Munitions, and Global State of Nuclear Disarmament
resolutions. It would vote in favor of the Information
Security resolution.
