(C) The GOP stated officially that it was pleased with the results of the September 1 special EU Foreign Ministers' summit on Georgia and Russia, but in private, Poles express disappointment that more was not done. In response to reftel demarche, Tomasz Orlowski of the Polish MFA Department of Eastern Policy noted that Poland had been able to include language about energy diversification and Ukraine in the joint public statement. He added that Poland considered it a good thing that the EU had managed to speak with one voice. But Orlowski said the language about placing an EU presence on the ground in Georgia (references to "EU monitoring" or "EU assessments") was too general. Orlowski said that Poland would have preferred specific reference to an "EU ESDP mission" in Georgia. Orlowski anticipated Gymnich would not depart from the summit position in any way, but said there were high hopes for French President Sarkozy's upcoming trip to Moscow. QUANRUD
