1. Robertas Rosinas, head of the MFA's Arms Control and
Terrorism Prevention Division, told us on August 12 that the
GOL will not oppose the exception for India at the NSG
meetings August 21-22. He noted GOL concerns that India is
not part of the Non-Proliferation Treaty -- concern shared by
most EU countries -- and that this could be seen as a
precedent. He added, however, that the USG working closely
with India as well as the safeguards discussed at the IAEA
meetings on August 1 mitigate the GOL's concerns and said
that it is preferable for India to be working with the USG on
nuclear technologies rather than searching for them in "grey
markets." He also expressed hope that India will join the
Non-Proliferation Treaty eventually.
