Irena Skardziuviene, Head of the MFA's UN and Council of
Europe Division, told us July 2 that the GOL agrees that the
UPU is an important institution, shares USG concerns about
the expansion of the UPU's mission, and welcomes information
about the USG candidacy for the Council of Administration and
Postal Operations Council. She noted, however, that the
election process within UPU is complicated, for example,
candidacies can be announced or withdrawn at the last moment.
She said the GOL has not made any decision on UPU elections
and probably will not make a decision until very late in the
process. We sent Diplomatic Note requested reftel July 9.
