We delivered reftel points to the Ministry of
Transportation's Dmitrij Zadojenko, Head of the EU Affairs
Division, and Agne Katkute, Deputy Director of Civil
Aviation, on April 1. Katkute said that the GOL had not
heard from the European Commission yet regarding the U.S.-EU
talks in May. She added that the GOL, though supportive of
ETS in general, is concerned that it is unfavorable to new
member states because it is biased against growth in air
travel. Zadajenko said that it would be ideal if ICAO would
address environmental concerns more rigorously but, since
ICAO has not done so, the EU should. He noted that the EU is
still developing and is likely to modify ETS as it applies to
aviation. He said that he would keep USG concerns in mind in
his discussions within the GOL and EU.
