EconUnit Chief delivered reftel talking points to Reinhard
Knorreck, Deputy Head of the Ministry of Economics'
International Energy Affairs Division. Knorreck said that
the GoA strongly endorsed the USG approach to intensify
dialogue with India and China, with the ultimate aim of full
IEA membership. Knorreck stressed that it would be important
for the IEA and its membership to obtain complete Indian and
Chinese ownership of the process to ensure a successful
outcome. On the question of bringing non-OECD members into
the IEA, Knorreck opined that procedurally this would not be
a problem, if a political consensus existed to offer Beijing
and New Delhi a closer relationship with the IEA.
