1. (U) Polchief discussed reftel points December 5 with
Bernhard Zimburg, MFA Director for East Asia and the Pacific,
and his deputy, Bruno Bilek. Polchief also provided a copy
of reftel OFAC paper. Zimburg and Bilek said they were not
aware of the latest efforts to revise the EU targets list for
Burma sanctions. They noted that this type of work is
carried out by EU-member-state embassies in Rangoon, where
Austria does not have a mission. They said they would share
U.S. views with the appropriate GOA officials in Brussels.
2. (C) Zimburg said he was not aware of any plans for UNSYG
Ban to visit Burma. He said the widely held view in the EU
is that the mission of UN Special Advisor Gambari has been a
failure, and that Gambari should be replaced in an effort to
rejuvenate the process.
