(U) Polchief discussed reftel points October 8 with Andreas
Launer, MFA Unit Chief for IAEA, CTBTO Prep Com, and NPT.
Launer said the U.S. draft compliance resolution is in line
with the GOA position on rule of law. He said GOA officials
in New York are discussing the draft with EU colleagues, and
he is "very confident" that the GOA will support the
resolution.
