1. (C) During a December 21 meeting with DCM and poloff,
Monsignor Franco Coppola, Holy See director for the Middle East,
expressed the Holy See's appreciation at being invited to
participate in the post-Annapolis December 17 donors' meeting in
Paris. The Holy See was represented by its Nuncio in France.
2. (C) Coppola stated that the Holy See believes it can play a
positive, constructive role in the follow-ups to Annapolis,
including a possible future meeting in Moscow. He added that
the Holy See does not have a particular agenda or "national"
interests for the talks -- beyond wishing peace for the region.
3. (C) Comment: The French invitation came at the last minute
and was perhaps prompted by DCM's hint to his French colleague
two days earlier. The Holy See clearly values its participation
in multilateral Arab-Israeli negotiations, but -- protocol-bound
as ever -- will not push for it, preferring to wait for an
invitation. (American clergy, not the Holy See itself, pressed
the Department for Holy See inclusion at Annapolis.) Vatican
officials will welcome help from Washington to make space for
them at the table even for those post-Annapolis multilateral
meetings hosted outside the U.S. End comment.
