1. (U) Per reftel A, USUN has advised the Costa Rican
delegation that the U.S. would like to see the UN issue a
press release and hold a press event in connection with the
release of the 1540 Committee's report to the Security
Council pursuant to resolution 1810 (2008). The Costa Ricans
responded that 1540 Committee Chairman, Costa Rican PermRep
Urbina, would brief the Security Council on August 18 and
that they would consider the issue of a press strategy. Also
per reftel A, USUN has prepared a draft USUN statement
outlining U.S. views on the 1540 Committee's report (ref B),
which could be issued in connection with the Security Council
briefing.
2. (U) Per reftel C, the 1540 Committee Chairman has
circulated to Committee members a draft letter to the
Japanese Presidency of the G-8 Non-Proliferation Directors,
Group (NPDG) with recommendations on how the G-8 can better
support the work of the 1540 Committee. Committee members
have until August 5 to seek any changes; if no delegation
responds, the letter will be approved and sent.
