GERMAN PAPER ON 2007 1540 DEMARCHE RESULTS 1.(SBU) The Security Council Committee established pursuant to resolution 1540 (2004) (the "1540 Committee") adopted its report to the Security Council on states' compliance with resolution 1540 at its twenty-second meeting on July 8. 2.(SBU) On the margins of the meeting, USUN provided the G-8 members of the Committee with a draft letter from the Chairman to the Japanese Presidency of the G-8 Non-Proliferation Directors' Group (ref A). All agreed to seek instructions and to respond as soon as possible. After receiving input from the G-8 members and advising the Department, USUN would expect to circulate the draft to the remaining Committee members. 3.(SBU) While noting that most of the letter should be acceptable, the Russian representative to the Committee said he had instructions to ensure that the letter ask the G-8 to encourage states that have not yet done so to report to the Committee. USUN said the United States wanted the G-8 to pursue concrete steps to promote states' implementation of resolution 1540, rather than repeat its previous demarches non-reporting states. COMMENT: Russia's request is consistent with its long-standing position that the Committee should focus on collecting reports from non-reporting states until it receives all outstanding reports.
