1. (C) In a meeting with Ambassador Khalilzad on July 1,
Pakistani PR Akram made several requests. Akram asked for
U.S. assistance to ensure that SYG Ban tells FM Quereshi when
he visits New York on July 9 that the UN will proceed with a
commission of inquiry into Bhutto's death. Secondly, Akram
raised the case of UN official Jamil Khan who would like the
UN to allow him to be stationed in Pakistan to protect
Pakistan Peoples' Party Chairman Zardari. As the UN would
only pay Khan's salary for the first three months, Akram
stated that Zardari wants to know whether the USG can cover
the $120,000-$130,000 needed annually to pay the salary from
counter-terrorism funds. Lastly, Akram said that Quereshi
would like to address the July 9 Security Council debate on
Afghanistan, per UNSCR 1806, which revised the UNAMA mandate
and requested the UN report to the Council after the Paris
conference. SRSG Kai Eide and OCHA chief John Holmes are
scheduled to speak to the Council. Akram promised that
Quereshi would make a "positive statement."
2. (C) Comment: As the Council's rules of procedures make it
difficult to oppose a request to speak from a "concerned
party" such as Pakistan, USUN recommends that it be arranged
for the Afghan FM to address the Council, as well. End
