1. (C) USUN Poloffs delivered reftel points to Spanish First
Secretary Ana Maria Mora and Rwandan First Secretary Alfred
Ndabarasa on June 3.
2. (C) The Spanish Permanent Mission indicated that they were
willing to do the meeting and promised to follow up with the
Rwandan Mission independently. After an initial negative
response, the Rwandan Mission called back to say that
Ambassador Joseph Nsengimano had checked with his Foreign
Minister and had spoken to the Rwandan Ambassador in
Washington. The Rwandans said they had no objection to
meeting with the Spanish PermRep but would like discuss the
issue first with USUN D/PolCouns.
3. (C) Rwandan Ambassador Nsengimano met with USUN D/PolCouns
on June 4. Ambassador Nsengimano said he has a close working
relationship with the Spanish Permanent Mission and has
presented Kigali's position on the Karake case to him
personally. He assured USUN he has no difficulty
communicating directly with the Spanish PermRep and suggested
there would be no obvious value added to having the Rwandan
prosecutor meet with the Spanish in New York. He also
volunteered that Rwanda is content with the UN's approach to
the Karake case, which he said has the Deputy Force commander
position at UNAMID advertised for next October when General
Karake is due for normal rotation. D/PolCouns replied that
the U.S. was looking only to facilitate Rwandan-Spanish
communication as the parties wished.
