1. (C) Farukh Amil, Pakistan,s Deputy Permanent
Representative to the UN, met on January 2 with Ambassador
Wolcott to convey his government's opposition to a UN role in
investigating the assassination of Benazir Bhutto. Amil said
he had been instructed to meet with P-5 members as well as
the rest of the Security Council to express Pakistan's view
that a "Hariri-style" investigation would only generate more
controversy. He confirmed Pakistan's request for forensics
assistance from the UK,s Scotland Yard, which he said should
allay "suspicion and rumor-mongering." Amil said the message
of GOP opposition to a "Hariri-style" investigation" would
also be conveyed to U.S. authorities in Islamabad and
Washington.
2. (C) Ambassador Wolcott expressed deep condolences for
Bhutto,s tragic death. She said the U.S. welcomed the news
of Scotland Yard,s involvement, and remains ready to assist
Pakistan if needed or requested. She said that at this
juncture, it did not appear that UN involvement is necessary,
although noted that circumstances can change. Amil and
Ambassador Wolcott agreed to stay in touch on this issue.
Noting the new date for parliamentary elections, Ambassador
Wolcott urged the GOP to take the steps necessary to ensure
the elections are free and fair.
