(SBU) Per reftel, USUN has approached the UK and French
missions to propose a joint P-3 demarche concerning the
resolution to renew the mandate of the Security Council
Committee established pursuant to resolution 1540 (2004).
USUN also shared proposed language for the demarche,
consistent with reftel. Noting that London and Paris both
had consulted with the Russians last week concerning the
draft mandate renewal resolution, the UK and French missions'
representatives to the 1540 Committee responded that any P-3
demarche to Moscow would need to be discussed and decided
upon in London and Paris, rather than in New York. They
suggested that Washington should reach out to counterparts in
capitals concerning the proposed demarche.
