As Department is aware, the Chairman of the UN's Committee
on Relations with the Host Country has asked that USUN advise
him on Friday morning, March 14 how the Department wishes to
proceed in connection with the Indian PermRep's request for
an emergency meeting (tentatively scheduled for March 20) of
the Committee to discuss NYC's taxation of diplomatic staff
residences. Accordingly, instructions requested reftel are
urgently needed. USUN reiterates that any USG proposal for
moving forward on this issue must find favor with both the
Chairman and India. If our response does not find favor, it
will be impossible to prevent the emergency meeting from
taking place. It is also important to remember that if the
question of referring the issue comes to a vote in the
Committee, we will likely lose.
