1. (S) USUN delivered reftel points to all Security Council
members regarding the upcoming USG designation of Badran
Turki Hishan al-Mazidih and three members of his network in
the UN 1267 (Taliban/al-Qaeda) Sanctions Committee. The UK
and France will both co-sponsor the request. Russia
requested additional "concrete information" on the targets'
terrorist activities, but stressed that Moscow had agreed in
principle to the designation. USUN reminded Russian POLOFF
that targets' links to al-Qaeda were sufficient grounds to
designate them for sanctions in the 1267 Committee.
2. (S) USUN will report septel any further reactions from
Council colleagues.
