1. The Security Council on December 19 adopted (15-0-0) a
resolution (Ref B) (SC res 1855) to authorize the
International Tribunal for Rwanda to raise the number of ad
litem judges from a limit of 9 to 12.
2. The Council also issued a Presidential Statement (Ref A)
concerning the completion strategy for the Yugoslav and
Rwanda Tribunals. The Statement outlines principles to be
included in the "residual mechanism" to be established
following the conclusion of the Tribunals' work. It also
contains some guidance for the Security Council informal
working group on Tribunals.
