1. On November 26, the UN General Assembly (UNGA) adopted by
consensus the following draft resolutions: A/63/L.28,
entitled "Global health and foreign policy;" A/63/L.38,
entitled "Cooperation between the United Nations and the
Caribbean Community" (CARICOM); and A/63/L.40, entitled,
"Cooperation between the United Nations and the Association
of Southeast Asian Nations" (ASEAN). Before the adoption of
L.38, Venezuela issued an Explanation of Position (EOP) in
which it noted the resolution's mention of the UN Convention
on the Law of the Sea and highlighted that it does not apply
as it is not a state party. After the adoption of L.38, the
United States issued an EOP, the text of which is available
at www.usunnewyork.usmission.gov/press release.php?i=0.
