1. This is an action cable. Please see paragraph 4.
2. USUN has faxed to IO/MPR-Lisa Spratt a note from the
United Nations dated 1 October 2008 requesting payment in the
amount of $338,541.00 for the third session of the 2010
Review Conference of the Parties of the Treaty on the
Non-Proliferation of Nuclear Weapons and its Preparatory
Committee to be held in New York from 4 to 15 May 2009.
Payment is requested no later than 31 December 2008. Text of

Contributions - The United States of AMERICA 3rd
PrepCom/NPT/Assessment
The Secretary-General of the United Nations presents his
compliments to the Permanent Representative of the United
States of AMERICA to the United Nations and has the honour to
present the total costs of the second session of the
Preparatory Committee and the estimated advance payment
required for the third session for the 2010 Review Conference
of the Parties of the treaty on the Non-Proliferation of
Nuclear Weapons and its Preparatory Committee.
Costs of the Second Session of the
Preparatory Committee
--------------
Attached herewith is the provisional financial statement
covering all costs related to the second session of the
Preparatory Committee which took place 28 April-9 May 2008.
With respect to the division of costs, and based on your
Government's assessed share of 32.82% of the total cost of
$1,130,401.00, the contribution of your Excellency's
Government is $370,998.00.
After applying your Government's advance payment of
$522,000.00 there is a credit of $151,002.00 which will be
applied to the third session of the Preparatory Committee of
the 2010 NPT Review Conference.
Advance Requirements of third session of the
Preparatory Committee
--------------
In accordance with the decision of the States Parties taken
at the second session of the Preparatory Committee, the third
session of the Preparatory Committee will be held in New York
from 4 to 15 May 2009. As costs related to the meeting
cannot have any financial implications for the regular budget
of the United Nations, sufficient funding for the preparatory
process and Review Conference will need to be received from
States Parties well in advance.
With respect to the division of costs, and based on the
assessed share of 32.82% of the projected cost of
$1,491,600.00 the contribution of your Excellency's
Government towards the third session of the Preparatory
Committee would be $489,543.00.
As your Government has a credit of US $151,002.00, the
estimated advance payment due the UN Secretariat for the
third session of the Preparatory Committee is $338,541.00.
Payment Due to the UN Secretariat
--------------
In order to ensure that the third session of the Preparatory
Committee can proceed as planned, the Secretary-General
gratefully requests payment of your Government's advance
contribution of $338,541.00 no later than 31 December 2008.
Payment to the below Bank Account should be made as soon as
possible but no later than the due date above so that the
Secretariat will be able to ensure that the meeting will be
able to take place on time and as planned by the Committee.

Decision Adopted by the Third Session of the
Preparatory Committee
--------------
In order to promote greater financial transparency and
accountability and taking into account the practice of
multilateral and other organizations, the Committee has
requested that the Secretary-General of the United Nations
provide a financial report to the Review Conference and each
session of its Preparatory Committee to be circulated as an
official document. The report will show the current account
status of each Party to the Treaty on the Non-Proliferation
of Nuclear Weapons listing credits and/or outstanding
balances due.
The Secretary-General avails himself of this opportunity to
renew to the Permanent Representative the assurances of his
highest consideration.
