1. USUN has faxed to Department (IO/PSC-Tammy Pomerleau and
EUR-IO/EX/FM-Alice Green) a copy of a note dated 10 October
2008 from the Secretary-General requesting payment of U.S.
assessed contributions which remain outstanding. Amounts
assessed but not yet paid are reflected in the attached
summary of outstanding contributions dated 9 October 2008.

Reference: Contributions 2-1

The Secretary-General of the United Nations presents his
compliments to the Permanent Representative of the United
States of America to the United Nations and has the honor to
refer to Financial Regulation 3.4, which states that
contributions shall be considered due and payable in full
within 30 days of the receipt of the communication of the
Secretary-General informing Member States of their
commitments, and to General Assembly resolution 58/1B of 23
December 2003 which inter alia, urges all Member States to
pay their assessed contributions in full, on time and without
imposing conditions, as well as to General Assembly
resolution 56/243A of 24 December 2001 which encouraged
Member States in a position to do so to provide a schedule of
payments or other information about their intentions to clear
their accumulated arrears.

Based on United Nations records, a comprehensive summary of
amounts (rounded to the nearest dollar) outstanding as of 9
October 2008 from all Member States is attached. Amounts
assessed but not yet paid by His Excellency's Government are
included in the attached summary.

In view of the continuing frailty of the Organization's
financial situation, the Secretary-General would be grateful
if arrangements could be made for the payment of the
outstanding contributions from His Excellency's Government at
an early date if arrangements have not already been made to
settle these amounts. It would also be greatly appreciated
if His Excellency's Government could provide information on
its intentions for payment of these amounts, as called for by
the General Assembly in its resolution 56/243A.

The Secretary-General avails himself of this opportunity to
renew to the Permanent Representative the assurances of his
highest consideration. End Text.


3. Action Requested: Department is requested to facilitate
payment as noted in paragraph 2.
