1. (SBU) Forty-six participating States provided their Global
Exchange of Military Information (GEMI) data for 2007 on time
on April 29-30. Despite Russia's CFE "suspension," Russia
provided its data on time.
2. (SBU) The only participating States with military forces
that did not provide required information were: Moldova,
Kyrgyzstan, Tajikistan and Uzbekistan. (Note: We understand
that Moldova compiled its GEMI data with Belgian assistance,
but Moldova's delegation did not receive it in Vienna in
time. End note.)
3. (SBU) A U.S. data experts' team hosted the automated
workshop for GEMI data and received 35 electronic sets of
data, thirteen of which were provided with the December 15
exchange of information. Additionally, the team incorporated
three additional sets of electronic data that were previously
sent over the OSCE network, and prepared a consolidated CD of
all these submissions. The CD is distributed to all
participating States.
4. (SBU) The U.S. also participated in the "hard copy"
exchange for GEMI held on April 30 per reftel. The U.S. and
other delegations provided GEMI data to the OSCE Secretariat
for posting to the delegates' website, per a 2007 Forum for
Security Council decision (FSC.DEC/17/07).
