1. (C) Poloff delivered reftel briefing to International
Staff Arms Control and Coordination Section Head Mike Miggins
on 22 September. Miggins mused that the Russians
consistently claim to want the limits and "discipline" that
the CFE treaty imposes, yet there have been no concrete moves
toward reinstituting compliance with the treaty,s provisions.
2. (SBU) Miggins also noted there were no immediate plans
for an HLTF Deputies, meeting before the next scheduled HLTF
on 16 October, leaving that the most likely occasion to raise
reftel info with Allies.
