Ref B points during the May 7 North Atlantic Council
discussion of the ongoing negotiations for a NATO-Qatar
Cooperation Agreement. To reinforce the message, Deputy
PolAd Baez delivered the points as a demarche on May 13 to
NATO's lead negotiator with Doha, Deputy Assistant Secretary
General for Security Cooperation and Partnership Robert
Simmons.
