1. (U) On December 19, Poloff delivered reftel demarche,
inviting EU participation in the June 16-17, 2009 Global
Initiative plenary meeting in The Hague, to Bruno Dupre,
Security Policy Desk Officer DG RELEX, European Commission,
and the Stephan Klement, Advisor to the Office of the
Personal Representative on Non-Proliferation, Council
Secretariat. Dupre thanked us for the information and
indicated that he would probably attend the meeting on behalf
of the Commission. Klement is on leave, but we expect that
either he or another Council Secretariat official will attend
the meeting as well. USEU will forward separately any
response from the Commission to POCs listed in reftel.
