1. (C) The Ambassador crossed paths January 29 with
Mongolian Foreign Minister S.Oyun, who volunteered that she
would be in Seoul on February 25, 26 and 27 for the South
Korean presidential inauguration. Oyun said she would be
accompanying President N.Enkhbayar, adding that if SecState
were to visit Seoul at around that time, Oyun would be very
interested in meeting her. The Foreign Minister, a fluent
English speaker, added that she would be willing to adjust
her schedule slightly - perhaps arriving a day earlier or
staying a day later -- if this yielded an opportunity to meet
with SecState. The Ambassador suggested that the Foreign
Minister make a formal request to that effect through
Mongolia's Washington Embassy; Oyun indicated that she would
so inform the Embassy in Washington, but said she also would
appreciate action by Post to convey her interest. Post would
be grateful for guidance on a proper response to the Foreign
Minister.
