1. Prime Minister S. Bayar, the Chairman of Millennium Challenge
Account - Mongolia's (MCA-M) Board of Directors, convened the first
ever full-scale board mlevig!tje orn`ne ofhEprm|!Q> Inqd`itIo.

Econ/Coml Chief, and LES Economic Specialist attended as observers,
along with TDY MCC Mongolia Desk Officer Andrew Chakhoyan.
2. All of MCA-M's organizational documents were passed in an
expeditious manner and the discussion concentrated on the question
of recruitment for MCA-Mongolia senior staff positions. The Board
reviewed the short-listed candidates and identified preferred
nominees for each of eight key positions; short-lists for the four
remaining positions will soon be completed for the Board's
consideration. MCC Mongolia Deskoff Chakhoyan answered a number of
procedural questions. The DCM congratulated the PM and the Board,
on behalf of the USG, for their successful inaugural meeting, noting
they had begun to "breathe life" into the MCC Compact. The Prime
Minister responded by thanking the U.S. Government for its faith in
Mongolia. He added that all Mongolians were eagerly awaiting
implementation of the Compact.
