(S) Embassy Tokyo Political Section Minister Counselor delivered reftel demarche and nonpaper to Ministry of Foreign Affairs (MOFA) Asian and Oceanian Affairs Bureau Deputy Director-General Masahiro Kohara on March 25. Kohara thanked Meserve for notifying Japan of the error. Econoff delivered the demarche separately to Ministry of Economy, Trade and Industry (METI) Export Controls Division Bureau,s Deputy Director Atsushi Tanizawa and MOFA Export Controls Non-Proliferation Official Shinichi Sato. Tanizawa and Sato said they were surprised at the news and expressed appreciation for the official notification and U.S. action on this issue. Kohara and Sato said they had received the news from their colleagues at the Japanese Embassy in Washington earlier in the day. SCHIEFFER
