1. (C) Japan has no plans to issue any statements concerning
the upcoming Iranian parliamentary elections, according to
MOFA Second Middle East Division Principal Deputy Director
Motosada Matano. Although Tokyo may share our concerns about
the conduct and outcome of the elections, Matano told Embassy
Tokyo Political Officer that as a practice, Japan does not
normally comment on elections in other countries. To do so
in this case would therefore stand out from this general
practice.
2. (C) COMMENT: While clearly concerned about
nonproliferation and human rights/democratization issues
emanating from Iran, Japan still values its bilateral
relationship with Tehran and continues to believe that it can
be more influential with the Iranian leadership if it
maintains a cordial, non-confrontational relationship. Look
for Japan to support and abide by internationally enacted
resolutions concerning Iranian conduct, but do not count on
Tokyo for stand-alone, bilateral criticisms of Tehran. END
COMMENT.
