(S) Japan supports the United States position on cluster
munitions (CM),will not approve a ban on CM, and will not
agree to any treaty that negatively impacts United
States-Japan security arrangements, MOFA Disarmament,
Non-proliferation and Science Deputy Director-General
Masatoshi Shimbo told Embassy Tokyo Political
Minister-Counselor on February 22. Shimbo telephoned to
correct a February 22 Mainichi newspaper report which claimed
that "For the first time, Japan indicated its support for a
treaty banning cluster munitions" at the February 18-22
Wellington Conference on Cluster Munitions. Shimbo
characterized the media story as "exaggerated" and said that
Tokyo's policy with regard to CM remains consistent with
views previously outlined to Washington officials (ref B).
