1. (C) Embassy Tokyo delivered reftel demarche to Yuichi
Nakai, Deputy Director of MOFA's UN Policy and Planning
Division. Political Officer urged Japan to support the U.S.
proposal for harmonized conditions of service and streamlined
contractual arrangements at the United Nations. Nakai
replied that Japan shares the U.S. goal of controlling costs
at the UN and would give the proposal serious consideration.
He stated, "We have referred the U.S. proposal to our expert
group on harmonization and will base our decision on their
recommendation."
