1. (C) Japanese Prime Minister Taro Aso spoke on the
telephone with Indian Prime Minister Manmohan Singh the
evening of November 30, confirmed MOFA Southwest Asia
Division Principal Deputy Director Aya Yoshida. According to
Japanese press reports, confirmed by Yoshida, Aso told Singh
that the attacks in Mumbai should not be permitted to further
destabilize the region. Singh replied that India would like
to cooperate with Japan in the war on terror and would
continue to do its best to protect Japanese nationals and
companies doing business in India.
2. (C) Yoshida told us the call had been initiated by the
Japanese side and that Aso wished to convey condolences to
Singh following the terrorist assaults in Mumbai. Singh, for
his part, reciprocated by offering condolences for the
Japanese citizen who lost his life and for a second who was
wounded. Yoshida reported that Singh seemed particularly
concerned that the attacks not sour Japanese investments in
India and told Aso that India would take the necessary steps
to protect Japanese companies and nationals doing business in
India. Singh also expressed to Aso frustration with
Pakistan. He said the Indians are not satisfied with the
amount of cooperation Pakistan has given following the Kabul
Embassy bombing. Singh requested Japan's help in "working on
Pakistan" but Yoshida was unable (or unwilling) to provide
further details about what, exactly, this meant. She said
that Singh did not make any specific request of Aso with
regard to Pakistan.
