1. (C) SUMMARY: Japan supports in general the idea of holding
a donors conference for Pakistan but has questions about
timing, hosts, and whether Pakistan is prepared with a solid
request that specifies how much is needed and for what
purposes, according to MOFA Southwest Asia Division Principal
Deputy Director Aya Yoshida. If the meeting were to be held
on December 16, Japan would have difficulty mustering a
ministerial delegation, but would attend at the highest
possible level. Concerning how much, if anything, Japan
would be able to pledge, this question would need to be
"fought out" between MOFA and the Ministry of Finance. END

QUESTIONS REGARDING DATE AND HOSTS
--------------


2. (C) Yoshida wanted to know whether the December 16 date
had been fixed, noting that several factors would make it
difficult, if not impossible, for Japan to send a
ministerial-level delegation on that date. The first
complication is that the East Asian Summit is scheduled to be
held December 17 in Thailand, although Yoshida acknowledged
that this is looking more and more unlikely given the ongoing
civil unrest in that country. Secondly, the Japanese
parliament is bracing for a "show down" between December
16-19 over the budget and whether to pass legislation
required to extend Japan's continued participation in Indian
Ocean refueling operations in support of Operation Enduring
Freedom. If these issues come up for debate on those days,
all ministers will be required to remain in the Diet to
participate.


3. (C) Yoshida also sought confirmation about who will be
hosting the meetings.

IS PAKISTAN PREPARED?
--------------


4. (C) Japan also wonders whether Pakistan is seriously
prepared to participate in such a conference on such short
notice, Yoshida reported. She said that the Japanese and
many others were not impressed at the last Friends meeting by
Pakistan's presentation, which was long, convoluted and
unfocused. This leads Japan to wonder whether Pakistan is
ready to make a cohesive presentation that specifies a
prioritized list of projects and financial requirements.
Yoshida said that Japan is hearing from other participants
that they share this concern.

ABILITY TO PLEDGE UNCERTAIN

5. (C) Whether Japan will be in a position to make a pledge
at a donors conference remains an open question to be "fought
out" between MOFA and the Ministry of Finance, Yoshida told
us. Japan is committed to providing assistance to Pakistan
and earlier this year announced that it would be doubling its
Official Development Assistance funding. However, these are
tough financial times and ODA budgets had begun to shrink
even before the current financial crisis hit. MOF is,
accordingly, very tight with money right now, said Yoshida.
(COMMENT: We believe that Japan would announce some
additional assistance if a donors conference were to be held,
although the amount is likely to be small and symbolic and
would probably not be settled upon until the last minute.
