1. (S) Econoff delivered demarche points contained in ref A
to Ministry of Foreign Affairs Disarmament, Non-Proliferation
and Science Department Official Mizuyo Kuwako and to Ministry
of Economy, Trade and Industry (METI) Trade Control
Department Deputy Director Atsushi Tanizawa November 25.
Both officials stated they would follow up and provide any
further information developed. Tanizawa, however, asked
whether the carbon fibers are covered by the Missile
Technology Control Regime or by the Nuclear Suppliers' Group.
He also asked whether his office could discuss this issue
with Toray.
2. (U) Action Requested: Post would appreciate guidance for
responding to Tanizawa's questions.
