(U) Embassy Tokyo has received invitation letters dated January 31 to Secretary of State Rice, Energy Secretary Bodman, and CEQ Chairman Connaughton to attend the March 14-16 Ministerial Meeting of the Gleaneagles Dialogue on Climate Change, Clean Energy and Sustainable Development in Chiba, Japan. The letters are signed by Japanese Economy, Trade, and Industry Minister Akira Amari and Environment Minister Ichiro Kamoshita, and a schedule for the Ministerial meeting is attached. Post will pouch the original letters and the schedule to EAP/J for appropriate distribution in Washington. The text of the letters and the schedule follows. ¶2. (U) Begin text. Excellency, It is our great pleasure to invite you to the 4th Ministerial Meeting of the Gleneagles Dialogue on Climate Change, Clean Energy and Sustainable Development to be held March 14-16, 2008 in Chiba, Japan. The past three meetings have provided unique opportunities for environment and energy ministers to discuss key issues on climate change and clean energy, from a variety of viewpoints, including the establishment of the future framework for climate change post 2012. As you are aware, the coming meeting will be the final opportunity for us to discuss these issues at the Gleneagles Dialogue. Moving on from past outcomes, we hope to discuss the latest issues to report back to the G8 Hokkaido Toyako Summit in July as a result of the Dialogue Process. At the Meeting in Chiba, based on previous discussions, we plan to focus on three main areas; (1) Technology, (2) Finance and Investment, and (3) the Post-2012 International Framework, with important inputs from the International Energy Agency and the World Bank. We will shortly be sending you the agenda, background documents for the discussion and logistical details. We are looking forward to seeing you in Chiba this March.
