(U) Please see action request contained in paragraph 5. ¶2. (SBU) Econ officer delivered demarche in ref to Ministry of Foreign Affairs (MOFA),Arms Control and Disarmament Deputy Director Shigeru Umetsu September 30. Umetsu said he did not see any problems with the draft compliance resolution on nonproliferation, arms control, and disarmament to be introduced at the upcoming UNGA First Committee. Umetsu, who had recieved a draft from the Japanese Embassy in Washington prior to the meeting, commented that he believed the draft was improved from the previous resolution and said that MOFA was looking at it positively. ¶3. (SBU) Umetsu said that he had yet to coordinate a formal government response, but he would begin doing so. Umetsu noted that Russia had abstained from voting on the 2005 resolution, and he wanted to know why they had done so. ¶4. (SBU) On 3 October, Umetsu emailed econ officer that the GOJ would be able to co-sponsor the resolution on the assumption that the text would be finalized without large substantive changes. He also asked to be informed of any revisions made during coordination with other countries. ¶5. (SBU) Action Request: Post would appreciate any information on changes to the draft text, as well as points we might share with MOFA on why Russia abstained from the previous resolution, and if we expect them to do so this time as well.
