(C) Japan, as co-chair of the BMENA Forum for the Future,
plans to attend the October 18-19 meeting in Abu Dhabi at the
Ministerial level, confirms MOFA First Middle East Division
Principal Deputy Director Akihiro Tsuji. However, he
reminded us that it is unknown at this moment who the Foreign
Minister will be on that date, as it is likely Japan will
have a new Prime Minister on or about September 25, at which
point a new Foreign Minister may be named. At present,
however, MOFA is working on the assumption that the minister
will attend the Forum. Embassy Tokyo will confirm with MOFA
after the new government is seated that this remains the
plan. Political Officer also advised Tsuji of the demarches
being made per Reftel and he was grateful to hear that the
United States is actively seeking the presence of Foreign
Ministers from other participants and that the Secretary
plans to attend.
