1. (C) In response to reftel, MOFA Human Rights and
Humanitarian Affairs Division official Seitoku Kawakami told
Embassy Tokyo that Japan is supportive of the CD's (Community
of Democracies) accomplishments, particularly the Bamako
Consensus on Freedom of Expression and Internet Freedom.
However, Japan has two main concerns about the CD. Namely,
the issue of membership criteria needs to be clarified. Also,
to avoid overlap, there needs to be better coordination
between the various organizations that are pursuing
democratization efforts.
2. (C) MOFA's approach to fostering democracy and human
rights is based on its "Human Security" concept, which
focuses on establishing economic, educational, and medical
fundamentals, Kawakami continued. When Japan was informally
approached in Bamako about the possibility of assuming the
Chair of the CD, it considered the issue, but decided budget
constraints would make it difficult. However, Japan does not
rule out the possibility of becoming chair after 2011,
provided there is a consensus, Kawakami stated.
