1. (C) Japan will be represented at the September 22 New York
meeting of the Ad-Hoc Liaison Committee by Ambassador Tatsuo
Arima, Japan's Special Envoy for the Middle East Peace
Process, according to MOFA First Middle East Division
Principal Deputy Director Akihiro Tsuji. Ministerial
representation, he explained, is not possible due to domestic
political turmoil. As it is, Japan hopes to have a new Prime
Minister and cabinet on or about September 25. Until then,
ministers will not be leaving the country.
2. (C) Tsuji said his bureau is advocating in support of
making additional pledges of financial assistance for the
Palestinian Authority at the meeting, and is currently
negotiating what might be possible with the International
Cooperation Bureau. If efforts to gain MOFA approval for
additional assistance are successful, a case will then need
to be made to the Ministry of Finance. Tsuji was unwilling
or unable to provide further details on how much assistance
is being contemplated. He took note of the "extraordinary"
level of financial support already provided by the United
States, but wondered if we would be announcing additional
support at the meeting.
