(C) EMBASSY delivered reftel demarche regarding the Kosovo
ICJ resolution at UNGA to MOFA Central and South Eastern
Europe Division Principal Deputy Director Yuichi Oba on
September 4. Oba said Japanese government officials fully
understand the concerns of the United States and are "not
positive" about the proposal. However, Tokyo has not yet
taken an official position and has not decided how it will
respond to the proposal. Oba said Japan is prepared to
coordinate with the United States in Washington, D.C. and
through their mission in New York.
