This message contains an action request. ¶2. ESToff delivered the points contained in ref to Ministry of Foreign Affairs International Nuclear Cooperation Division officer Yukari Aosa on January 22. She had no immediate reply to the points on encouraging private-sector partnerships in the Global Initiative to Combat Nuclear Terrorism, but stated that the GOJ will continue to work closely with the U.S. to enhance the Global Initiative's goals. ¶3. On January 23, after consulting within the GOJ on the matter, Ms. Aosa asked that we provide an answer to help Japan better contribute to the project: a) Can the U.S. provide Japan with an appropriate information paper to give to private-sector organizations explaining possible activities to host or organize? The GOJ understands some of the information on the GI is sensitive and should not be disclosed to the public. Therefore, clear guidance on what can be shared to the private sector would be helpful. b) Is writing a "statement of support" sufficient, or must private-sector organizations also hold a GI workshop within the Plan of Activity? c) The GOJ would appreciate further information on how to best invite private-sector organizations to the 4th political GI meeting? A recommended list of companies would be welcomed as well. d) How will the upcoming meetings be organized if the private-sector is also expected to fully participate and contribute to discussions and activities? The previous meetings were closed sessions for government officials only and sometimes sensitive information was discussed. ¶4. Mission appreciates Washington's assistance in providing information to the GOJ's requests. SCHIEFFER
