1. (C) Japan will most likely be represented at the European
Union-sponsored Kosovo donors conference July 11 in Brussels
by its Deputy Chief of Mission from its Embassy in Belgium,
according to MOFA Central and South Eastern Europe Division
Deputy Director Akihiko Ishimoto. At this time, it is
contemplated that Japan will offer a donation of USD 3
million to be channeled through the Japan Fund at the UN, and
from there to the UNDP. Political Officer informed Ishimoto
that the United States will be represented by Under Secretary
Fore and plans to announce USD 400 million in assistance, and
urged Japan to consider increasing both the level of its
delegation and the amount of its pledge. Akihiko's
information on Japan's participation mirrors that provided to
EUR/ACE on June 18 by the Japanese Embassy in Washington (ref
B).
