1. (SBU) Post delivered demarche points and diplomatic note
per ref June 27 to MOFA International Cooperation Bureau
official Yuki Yokomori. Yokomori stated the GOJ supports the
U.S. candidates for the UPU's Council of Administration (CA)
and the Postal Operations Council (POC) on the condition the
U.S. will back Japan's candidate for the POC.
2. (SBU) On other UPU issues, Yokomori told econoff the GOJ
is consulting internally regarding the inclusion of trade and
development in the Postal Union's mission. Regarding the
2009-2012 ordinary budget, Yokomori stated the GOJ strongly
supports the U.S. position for zero nominal growth and will
oppose any increase in the budget.
