¶1. (S) EconOff delivered ref points to METI Export Controls
Director Takao Shishikura on June 26. Shishikura told
EconOff June 27 that this chemical is widely available
internationally and its export is not restricted under
Japanese law.
¶2. (S) Shishikura acknowledged USG concerns and indicated he
would consult further within the Japanese government and
investigate the shipment as requested. However, given that
the shipment is not on a Japanese flagged vessel and he sees
no legal basis for stopping the materials, he was doubtful
the GOJ would be able to recall the shipment.
