1. (S) Embassy Tokyo Political Officer delivered reftel
demarche on the prenotification of LeT-4 to Ministry of
Foreign Affairs International Counterterrorism Cooperation
Division official Miyako Ishimura on January 18. Deputy
Financial Attache also conveyed the information to Ministry
of Finance Legal Office Deputy Division Chief Shunichi
Fukushima. Sharing information on terrorist finance
designations is particularly important for the Government of
Japan since it is not a member of the United Nations Security
Council, and Japan appreciates United States efforts to
pre-notify, Ishimura noted. Both counterparts thanked
Embassy officer for the information and agreed on the need
for continued cooperation.
