1. (SBU) Embassy officers delivered points in ref to MOFA
Global Issues Cooperation Division Senior Coordinator
Takehiro Kano June 23. Kano said the GOJ supports sending a
clear message to Nigeria on the need to improve its polio
eradication efforts, but noted other countries must be
careful about how the message is conveyed. Countries will
need to avoid giving an impression of "ganging up on" or
"singling out" Nigeria for shortcomings on polio eradication,
he said, also noting a consistent message is important. Kano
suggested the G-8 Health Experts Group draft report's
reference to the 61st World Health Assembly resolution on
polio may be a suitable way to convey G-8 views. He also
said it may be possible to raise polio in meetings with the
Nigerian President on the margins of the G-8 Toyako Summit.
(NOTE: Japan has invited Nigerian President Umaru Yar'Adua
and leaders of several other outreach countries to the G-8
Summit. END NOTE).
2. (SBU) Responding to recent press reports the GOJ will
provide 836 million yen to Nigeria through UNICEF for
infectious disease prevention, Kano confirmed 700 million yen
(approximately USD 6.6 million) for procurement and
distribution of polio vaccine for children.
